set_course_default_review_instructions

Sets the review instructions of the course’s default config, leaving its other settings as they are. Errors with PreconditionFailed if config_id isn’t the course’s default config.

upsert_course_default_cms_peer_review_and_questions

upsert_for_course_id

With expected_updated_at set, refuses with ModelErrorType::StaleVersion unless the config row still has that updated_at. The check runs under the row lock.
