Users whose name or email local part resembles the search term, best match first, ties by id.

A term containing @ is matched by its local part. Terms shorter than three characters and user ids match nothing; search_for_user_details_exact covers ids and whole emails. A common term takes seconds on production, so callers should show the exact matches first.
