Past its state’s threshold with the pipeline still owning it. The only reason with no person-level cause: a row carrying nothing else is running late, not needing attention.

PermanentError

failed_permanent with the pipeline’s flag up, for any code but retry_window_expired.

RetryWindowExpired

Resent TOO_MANY_SUBMIT_RETRIES times and not finished.

Measured in fetches so a paused pipeline does not count against the student.
